תכנית הקורס:
This course will examine the changing place of secrecy within a democracy. It will focus on, but not be limited to, national security issues. Among the many topics to be discussed and studied will be: the gathering of intelligence, the scope of classification, the nature of domestic and foreign surveillance, the role of the press in reporting security matters, the impact of technology and globalism on national security, conflicts between privacy and security, the limits of transparency, its impact on the recording of history, and the place of whistleblowers. We will also look at how secrecy has expanded well beyond the national security apparatus affecting ordinary citizens in virtually every sector of their lives. We will explore the fundamental nature of secrecy, its capacity to both forge personal and social bonds and to alienate, to empower and to emasculate. Ours is the self-proclaimed “Information Age,” a time when transparency is exalted, and yet, secrecy proliferates in government, business and the private affairs of human beings. We will look at the consequences and casualties of secrecy, who is served by it and who is placed at a disadvantage. We will look at secrecy in theoretical, psychological, ethical, cultural and political terms, examine its practical implications, its financial as well as emotional consequences, and of course, its impact on democracy.
